A vulnerability assessment is a performance-based analysis answering the following
question: How effective is the protection program in detecting, interrupting and
neutralizing an adversary that is attempting to steal or sabotage a high-value
or critical asset? Performance-based analysis identifies vulnerabilities in access
control, intrusion detection and assessment, delay barriers and armed response
forces, and recommends upgrades that specifically target these vulnerabilities.
The end result is a protection program focused to protect specific assets (e.g.,
nuclear material, hazardous chemicals) against specific threats (e.g., terrorists,
disgruntled employees).
